CESLA - Border surpassing introduction of environmentally friendly ultra light vehicles in Slovenia and Austria

Beginning with 2009 FGM is continuing its work on PEDELECs extending it to other ultra light battery electric vehicles in the ETC funded CESLA project. The project is led by TECES from Maribor Slovenia and consists of several partners from Slovenia, the university for applied sciences Villach Carinthia and Austrian Mobility Research from Styria.

Project aims CESLA

Urban, suburban and rural areas of the Slovenian and Austrian NUTS3 regions have partly unsuitable and unsustainable transport and mobility structures. The residents and the tourists are bothered by a heavy usage of large cars instead of using more environmentally friendly public transport or even zero-emission vehicles. The wide spread usage of large passenger vehicles causes traffic jams, congestions and immobilized traffic, which occupies a large proportion of the space for 1.2 drivers per vehicle on average and uncontrollable pollutes the air, the environment; and adds excessive noise to the environment. Moreover, the lack of physical exercise deteriorates the health of the passengers and creates additional costs in the social security system.

Light-weight zero-emission vehicles based on fully electric or “hybrid” electrically assisted propulsion systems are more energy efficient as vehicles with internal combustion engines, they do not occupy a lot of space and they do not pollute the local environment. Unfortunately, the market sector of environmentally friendly ultra-light vehicles is currently not explored sufficiently even though because of the soaring fuel prices fewer people can afford big inefficient vehicles. Given this gap in fit for use and affordable vehicles on the one hand and the pre-existing first SME foundation producing small vehicles in the region, this represents a sector for fast development of existing and newly created SMEs. Environmentally friendly ultra-light vehicles comprise electrically-assisted pedal bicycles (i.e. PEDELECs, for the general use), electric cargo bikes (e.g. for delivery services), (tilting) electric three wheelers (e.g. for 2 passengers with cargo), electric or hybrid electric microcars.
Unfortunately, SMEs usually do not have the knowledge, capital and integration into the supply chain for fast implementation of new technologies, which is required by the development of environmentally friendly ultra-light vehicle products for their global marketing.
By the completion of the proposed project, the consortium of project partners is going to provide SMEs in NUTS3 regions the prepared kick-off information needed for industrialization and marketing of environmentally friendly ultra-light vehicles, which includes a prepared common ground for joint cross-border market development and joint marketing actions, mutual exchange of information, skills, and proficiencies especially in connection with environmentally friendly technologies
The completion of the proposed project will see the demonstration of exemplary solutions having environmentally friendly ultra-light vehicles in public and business sectors. Thus it will boost the “image” of environmentally friendly ultra-light vehicles in general and also in the tourist sector which is more affected by lacking quality of the environment. “Weinstrassen” -service providers in NUTS3 regions but also public utilities are going to get the prepared kick-off information needed for the use of environmentally friendly ultra-light vehicles in tourism, which enables them to fully exploit the benefits of the term “eco-tourism” or “emission-free tourism”.

For the above stated reasons, the partners of the proposed project “CESLA - Cross-border implementation of environmentally friendly ultra-light vehicles in Slovenia and Austria” have joined in the project consortium, in order to exploit cross-border synergetic effects using existing resources of the tourist environment, settings, strengths, existing technological knowledge and experience; integrating all of them into environmentally friendly products with high added value, and on the same time ensuring market developments for SMEs, and a sustainable development of the NUTS3 tourist attractive regions. Both Austria and Slovenia have existing industrial, educational and research structures concentrating on battery electric vehicles and will be connected developing a cross-border competence region for ultra light electric vehicles.
The project will demonstrate the sucessful use of the electric ultra-light vehicles generating a critical mass in the region supporting the local producers of such vehicles but also research and optimize the conditions for the use of the vehicles in a joint trans-border undertaking. This will be done by integrating decision takers in business and adminsitration.
